Look for the "Unban Users" section near the bottom of your Edit Personal Information page. Untick the username of the user you want to unban and click Save Changes.
You can also use the Admin Console to unban a user. First, make sure you are already logged in, then go to the console and enter this command: ban_unset user Replace user with the username of the person you want to unban.
